Stop Tampering With Evidence For Investigation, NCAA Warns Local Airlines.
The Nigeria Civil Aviation Authority (NCAA) has warned all local airlines operating in the country against overwriting the Cockpit Voice Recorder (CVR) of aircraft after serious incidents and accidents.
The NCAA in an All Operators Letter (AOL), with reference number: NCAA/DGCA/AOL/11/16/365, signed by the Director-General Civil Aviation (DGCA), Capt. Musa Nuhu, stressed that airlines’ indulge in the unprofessional act in order to circumvent investigation by the Nigeria Safety Investigation Bureau (NSIB).
The letter titled, ‘Re: Continuous Overwriting of Cockpit Voice Recorder (CVR) Information Aviation’, dated July 24, 2023, addressed to Accountable Executive, Directors of Operations, Chief Pilots and Safety Managers, emphasised that some airlines consistently indulge in the unwholesome practice, and it could impact safety negatively.
A 30 days ultimatum to comply with the amendments or face sanction was also issued.
Captain Nuhu said the practice makes it difficult for the Nigerian Safety Investigation Bureau (NSIB) to retrieve actual data to aid in its investigation as required by Paragraphs 25 and 26 of the Civil Aviation (Investigation of Air Accidents and Incidents) Regulations 2019, adding that it also impeded difficulty in ensuring that NSIB successfully discharge its statutory mandate of investigating accidents and serious incidents.
